Introduction

A manufacturer can use appropriate emission factors and calculation methods and still produce a weak Scope 3 inventory if the underlying data is incomplete, inconsistent, or poorly documented. The quality of the data going into the calculation is a critical part of a credible Scope 3 inventory.

Scope 3 covers indirect emissions across a company's value chain, from purchased goods and services to product use and end-of-life treatment. Scope 3 can represent a significant share of a company's total emissions footprint and, for many companies, can be the largest source of emissions. The GHG Protocol Corporate Value Chain (Scope 3) Standard organizes these emissions into 15 distinct categories, and manufacturers may have emissions across several of them, including purchased goods and services, upstream transportation and distribution, and use of sold products.

Why Scope 3 Data Is Difficult for Manufacturers

Scope 1 emissions are direct GHG emissions from sources that are owned or controlled by the company, such as onsite fuel combustion and company-controlled vehicles.

Scope 2 covers indirect emissions from purchased or acquired electricity, steam, heat, and cooling. Much of the activity data for these scopes can be collected from the company's operational, fuel, and energy records.

Scope 3 is different. It often depends on data from suppliers, logistics partners, waste-management providers, and other value-chain partners. That data can vary widely in format, methodology, completeness, and quality.

A single bill of materials can involve data from multiple suppliers, each with different levels of data maturity, reporting systems, methodologies, and data availability.

What Data Do You Need for Scope 3 Reporting?

For manufacturers, Scope 3 calculations can require several types of underlying data, depending on the categories being reported.

Material and component data

This can come from bills of materials and procurement records, including the materials or components purchased, quantities, and, where available, supplier information. Depending on the calculation method used for purchased goods and services, material type, quantity, weight, or other relevant activity data can be important inputs.

Supplier data

This can include supplier-specific emissions data, supplier-specific emission factors, product-level carbon footprint data, or relevant activity data, depending on the calculation method. Where supplier-specific data is unavailable, companies may use appropriate secondary data, such as industry-average emission factors, depending on the calculation method.

Activity data

This can include transportation distance and mode, quantities of goods transported, energy or fuel used in relevant outsourced activities, and other activity data needed for specific Scope 3 categories.

Product use and end-of-life data

For manufacturers whose products generate emissions during use, Category 11 may require data such as expected lifetime, energy consumption, and relevant usage assumptions End-of-life information, such as product quantities and expected treatment or disposal methods, may be relevant to Category 12.

Manufacturers may already have parts of this data across ERP systems, PLM tools, procurement systems, and supplier spreadsheets. The challenge is often that the available data is fragmented across different systems and sources, with different formats, units, and levels of quality.

Where Scope 3 Data Problems Start

Scope 3 data-quality problems often begin before the reporting stage, when raw information has to be transformed into data suitable for calculation.

Missing fields

A bill of materials might list a material name but no quantity, or supplier information without the additional details needed for the selected calculation method. Depending on the calculation method and emission factor, missing information like this can make it harder to select an appropriate factor and calculate emissions accurately.

Inconsistent formats

One supplier reports material weight in kilograms, another in pounds. One spreadsheet lists a component as "steel," another as "carbon steel, cold rolled." Small inconsistencies like these can create significant data-cleaning work across hundreds of line items.

Non-response

Some suppliers, particularly those with limited emissions-data capabilities, may not be able to provide the information requested. A missing supplier response can leave gaps in the data for a product, material, or category.

Unit and boundary mismatches

Emission factors are typically expressed using a specific reference unit and may represent emissions within a defined system boundary or lifecycle boundary. If the activity data and emission factor do not align in units, scope, or system boundary, the resulting calculation can be materially inaccurate even when the arithmetic itself is correct.

Individually, these issues may seem minor. Across a full bill of materials and multiple suppliers, however, they can compound into significant data-quality problems that make a Scope 3 inventory harder to validate, explain, or confidently use in customer and assurance reviews.

What to Do When Supplier Data Is Missing

Missing supplier data is a common challenge for manufacturers, particularly when they are building their Scope 3 inventory for the first time. The GHG Protocol provides flexibility to use different types of data depending on availability, relevance, and the required level of accuracy.

Use supplier-specific data where it adds the most value

Supplier-specific data can provide a more representative picture of purchased products or materials when the data is relevant, reliable, and appropriate for the selected calculation method.

Use secondary data when primary data is unavailable

When supplier-specific data cannot be obtained, appropriate secondary emission factors from recognized databases or other credible sources can be used to estimate emissions for relevant materials or activities. The source and methodology should be documented so the calculation can be understood and reproduced.

Use documented estimates when necessary

Where neither supplier-specific nor suitable secondary data is available, manufacturers may need to use appropriate estimation methods where suitable activity or emissions data is unavailable, with the assumptions and methodology documented. The important point is to clearly record the assumptions, data sources, and estimation method rather than leaving the gap unexplained.

The goal is not to wait for perfect supplier data before starting the inventory. A structured approach to data collection allows manufacturers to use available supplier-specific data where appropriate, apply secondary data where necessary, and document estimates where gaps remain.
